The APR reports were not sent to the enquirer by the NCAA, the NCAA sends
them to the university.

So someone at the paper wanted to make a point of breaking a story when
Huggins was in town. The only question is was this purely an Enquirer
decision or were they asked to do it by z?
The Enquirer got lots of benefit from this as their name was on the ESPN
bottom line and they were mentioned during the telecast.
