It depends on your perspective. Some will say it is them, some will say they had no choice but to let Huggins go and suffer these consequences. Ultimately there is plenty of blame to spread around. I've said my peace and pieces so may times I'm bored with it. :)

So I gather the situation is attributable to UC's senior administration, as

Basically because you cannot blame the past coaches. UC's APR was either
over 925 or acceptable (I think it was 918 once but was considered ok for
one of the crazy reasons they have) under Huggins. Most of the issues are
result of players leaving due to dismissals and coaching hire handling.as
I am not sure what the difference is, but I understand a player who leaves
in good standing is not as harmful as a player who simply leaves.
