It was announced two days ago.  Since he can't or doesn't have to sign a letter of intent it wasn't official until he signed his scholarship yesterday - correct me if I am wrong on this.
 
Rivals and Scout don't cover transfers and JUCOs very well, but it has been on ESPN and CBS in the last two days it just didn't make the main page since Williams has been forgotten about after being buried behind all-Americans.
