Isn't Jacob most likely going to be a 2007 guy?

My eyes might be decieving me, but is this Jeremy Jacob guy (rated at #85) rated higher than Tyler Smith? I don't see Tyler on this final Top 100 list anywhere...although he is still rated higher in the "Small Forward" Section (Smith #10, Jacob #20). I'm assuming that one hasn't been updated then.
