OK, I have just answered my own question.

Downey can transfer where ever he wants, but if he can only talk to schools
as permitted by UC and be on scholarship/practice with permission during his
year out. If he just decided to go to Wake on his own and paid his own way
for the year he sits then UC has no say in it. He could also appeal the
release if he feels UC is not being fair.

campus, kick a puppy or take a bathroom break on Mike T.'s desk to get
kicked out and then go where I want. I thought scholarships were a mutual
agreement each year. A coach can not renew a scholarship so a player should
have the same options.
