Wasn't there other big time schools that were below the limit? Or is it
that they decided to pick on a weaker school in a big conference to show
that the new system is "working" without affecting the coffers of the NCAA?

DePaul of the Big East was the only power conference school to be penalized
in football or men's basketball. It could lose one scholarship in men's
basketball.
