Yes, but the source for external funds is focused more on government versus alumni donations. That is my point.

If oyu are saying UC is supported by gov't money more than private or self generated funds you are incorrect. 5 years ago (give or take a year) UC crossed a line where it became more self funding than gov't funded.These funds come from revenues (tuition, sports, patent) and donations.
