Signing High School NBA draftees ....

I heard some discussion on ESPN radio last night about how great teams
would be if certain NBA players had honored their LOI with specific
schools. They then went on to say how special these schools must be
because they were able to sign these "special" players. Is it just me or
this just a load of crap. The schools, UL was one mentioned
specifically, signed these guys knowing full well that they would not
honor the LOI. Are there any NCAA regulations against over-signing your
available quota to sign these players? This was in the 5/8 era so you
know UL didn't waste an open scholarship waiting for Telfair to get
drafted. This just seems like another output of the hype machine.
Thoughts??
