The basketball tournament is governed by the NCAA, and the football bowls by the BCS. That may have something to do with it.

Whether the NCAA would, or legally could, dictate (advertising guidelines or allowance of stadium and arena beer sales) to schools is uncertain. The association prohibits the sale of alcoholic beverages only at championship events. More than a quarter of I-A schools responding to a 2003 survey indicated they allowed sales at their own events. Of those, well more than half permitted sales at an on-campus venue.

While above, this states that sales are prohibited at chamionship events, I found this:

Fiesta Bowl officials will allow beer sales at Sun Devil Stadium.

Junker said beer is sold at other major bowls including the Orange, Rose and Sugar bowls.

It sounds like the NCAA can recommend no beer sales, but not force you not to sell it.

BTW, I don't drink beer, but I realize others do (legally and) responsibly, as long as you are responsible about it I have no problem.
