I read that to mean its fine & dandy to ask a kid who his favorites are, or who is leading or such but not ok to say "come be a bearcat",

To clarify, a "booster" is defined by the NCAA as a "representative of the
institution's athletic interests". Whether you donate money to the
University (and/or the Athletic Department specifically) or you purchase a
ticket or tickets to a related event and/or athletic competition - you are
seen as a representative of the institution's athletic interests.
Consequently if you are involved or affiliated with a company, agency or
organization that promotes the University of Cincinnati's intercollegiate
athletic program, this also qualifies you as a representative of our
athletic interests - or in the terminology of the NCAA, a "booster".
There can be exceptions to this rule if there are specifically defined
pre-existing relationships with a recruit, however these rules are very
stringent and the University is still responsible for knowing (and
reporting) when such relationships exist.
Although we certainly appreciate your passion and enthusiasm, no one outside
of the University of Cincinnati's coaching staffs should be contacting any
recruit (or potential recruit) regarding their intent to attend the
University of Cincinnati. Staff and coaches within the Athletic Department
at UC are required to take annual tests regarding their knowledge of NCAA
rules and regulations. Coaches must demonstrate specific knowledge of rules
and regulations related to recruiting before they are allowed to take part
in this process.
It's better to error on the "safe" side when it comes to such issues. If
you ever have any questions regarding NCAA rules and regulations and whether
or not your actions are in compliance with UC's adherence to those rules and
regulations, you can contact the Compliance Office in the UC Department of
Athletics at 513-556-0558.

Mike - Question: So if any of us UC fans goes up to a potential recruit and
talks to him and tries to encourage him to attend UC, without any money or
