You've got it right. The key term is "initial counters." That means you are limited to giving no more than 5 scholarships per year (8 over 2 years) to players who have never been on scholarship at your school before. It doesn't matter how they arrive: James White counts just like a HS or JC recruit. If Lucas or Meeker had been granted a scholarship for next year, they would count againt the 5.

So, since Flowers' departure leaves an expected 12 UC players on scholarship, the 13th could be used by BJ Grove, Derek Hollman or Eugene Land, but no one else. Of course, their chances of appearing on next season's roster range from slim (which clearly doesn't apply to BJ) to none (which is the fact of the matter).

Ridiculous is a mild term for the 5/8 rule. Look at Jamaal Lucas' situation. He's spent 2 years at UC as a fine student and capable role player. The timing of Flowers' departure would, in the past, allow Huggins (if he so wished) to reward Lucas for his efforts by giving him a full scholarship just for next year. But, only because of this stupid rule, he can't.

He's a student of the game because he got schooled
so much. You think he could have gone somewhere a
little better than TSU, 2-25 last year. Possibly the
worst division I basketball program in the country.
If you go to their site and bring up the basketball
coaching staff page, it's blank. That can't be good.
Plus they are best known for a head coach who
brought a gun to campus to protect himself from a
chain swinging assistant coach. I guess he figures
if he's going to sit one year to play one year he
wanted to go somewhere he would start. Rod was a
rarity among recent UC big men because he
disappointed us primarily on the court, as opposed
to off the court. He was a good kid that took care
of his business but never seemed to progress, good
luck Rod.
