Despite our wishing to think otherwise isn't this a "promotion?" He's
going
from a second tier (at best) C-USA school, to a second tier Big East (also
known as a BCS conference) school. What has he accomplished at South
Florida that would warrant such a move.

A "promotion" ? I looks pretty lateral to me, I lived in Tampa, before and
after he was hired. Nobody was a bigger SG fan than me in those years
(mostly because USF's prior coach Bobby P... I have been trying to remember
the name for 2 months now... was so bad.) When he recruited both BB Walden
and Altron Jackson in the same class, I expected no less than dominance of
the National division. (This was before Calipari went to Memphis and brought
the Escalade patrol to town. At that time the Memphis coach was still
trying to keep his wife from finding out about the coed he was banging.)
There is a medical condition doctors describe babies with, "Failure to
Thrive", the babies aren't really sick, but they don't grow or gain weight.
I see that as a valid description of USF under Greenberg, they got great
recruits who all underperformed
their potential. If USF->Virginia Tech is a promotion it is all Seth's own
fault.
