The fall signing period always begins on the second Wednesday in November
and ends on the third Wednesday.  This year that's 11/13 to 11/20.  The
"ends" part means that signatures on the LOIs must be notarized by that
date.  Recruits have another 2 weeks if they wish to get the LOI postmarked
and on its way to their school of choice.
