It's called immaturity.  Sometimes we forget these kids are only 19-23 years
old.
It also probably has alot to do with the person involved.  If my roomate
stole some
money from me, I'd probably try to get it back from him first.  Don just
doesn't have
the maturity yet to approach it in the right way.  And that's too bad
because he should
be there by now.
